None of the behaviors listed in the response choices, when engaged in by social workers, are illegal (unless they violate state statute or regulation related to the practice of social work). Adults can legally write recommendations, date other adults, borrow money, and/or have business relationships. However, dating, borrowing money, and/or having a dual (business) relationship with clients are prohibited by the NASW Code of Ethics. A social worker can certainly write a recommendation for a current (or even former) client as long as the content is based on information collected as part of service delivery and the social worker is not making assertions or drawing conclusions beyond the scope of the therapeutic relationship.
