Question:
It operates APIPA to assign itself an address from the 169.254.x.x address range when a Windows desktop system that is configured to get an IP address via DHCP can not gain an address. A system that does not support APIPA causes an address of 0.0.0.0 naturally. APIPA does not utilize the 192.168.x.x address range. The IP address 255.255.255.255 is the broadcast address. A DHCP failure would not cause a system that assigns itself this address.
