A disaster recovery plan outlines the actions to take during a human-caused or natural disaster. A flood that completely inundates a datacenter would necessitate significant efforts to recover from, and Arthur must have a sound disaster recovery plan in place, and possibly a new datacenter site as soon as feasible. While a COOP, or Continuity of Operations Plan, is mandated for U.S. government agencies, it is not obligatory for businesses. A business continuity plan covers how to keep operations functioning, but it does not address all of the requirements of a natural disaster of this magnitude, and flood insurance plan is not a term covered in the Security+ exam.
