Which U.S. federal agency is in charge of COOP?

The Federal Emergency Management Agency (FEMA), which is a section of the Department of Homeland Security, is responsible for Continuity of Operations Planning (COOP), which is mandatory for federal agencies. The National Security Agency (NSA), the Federal Bureau of Investigations (FBI), and the U.S. Department of Agriculture (USDA) are not responsible for COOP.
