Public clouds are usually less expensive. The cloud provider has some customers and costs are dispersed. Even people can afford to use cloud storage with services like iCloud and Amazon Cloud. A community cloud is usually private for a small group of partners. Each of the partners must share a greater part of the expense than they could with a public cloud, but they retain more control over the cloud than they could with a public cloud. Private clouds are often the most expensive for smaller companies. The company must completely develop and maintain the cloud resources and can’t leverage shared resources. A hybrid deployment model is a good compromise for many situations, but it will typically be more expensive than a public cloud for a small company.
