The characteristic of CFC refrigerants that make them more likely to reach the stratosphere than most other compounds that contain chlorine is that refrigerants such as CFCs that contain chlorine but not hydrogen are so stable that they do not break down in the lower atmosphere. The chlorine (or bromine) only breaks down when it reacts with the ozone molecules up higher in the stratosphere changing it to oxygen, thus breaking the ozone layer down.
