Under section 159 (2, 3) of the Ontario Highway Traffic Act, if you encounter an emergency vehicle or tow truck that is stopped with its lights flashing on your side of the road, you must slow down and pass it with caution. You must also move into a non-adjacent lane, leaving a vacant lane between your vehicle and the emergency vehicle or tow truck if it is possible and safe to do so. If you violate this law, you will be fined and gain three demerit points for a first offense.
