For most user-facing functionality, what operating system uses a web browser?

Google's Chrome OS is distinct from other operating systems in that it relies heavily on the web browser as its primary user interface (Google Chrome). Users may also install Android apps from the Google Play Store on selected devices. Chrome OS does not support the use of software designed for other operating systems such as Windows and Mac (unless they have a web version).
